Proposals from developers Jepp Ltd have been lodged with the county council, and encompass a 17,000 square metre Acquired Brain Injury (ABI) patients' rehabilitation centre.
It is hoped the scheme will be built on a site off the Dublin-Galway N4 at Hardwood.
Planners at Meath council are expected to deliver their verdict on the scheme by early September.

Several pre-planning meetings have taken place between the developer and council over the scheme, which is valued between €40m and €80m.
Around 150 construction jobs could be created during the building of the centre.
Plans have also been made for indoor recreational facilities incorporating stables, kennels, pony trekking facilities, as well as a six hectare forestry development, a mortuary and meditation rooms.
Roscommon-based O'Carroll Associates are the architects behind the scheme.
Carlos Fidalgo-Romo of O'Carroll Associates, a registered member of the RIAI, is chief architect for the project.
