Panda has claimed the proposals are an attempt to eliminate competition currently offered by private waste operators.
The Dublin authorities plan to amalgamate household waste services under one provider.

A decision will be made following a tender process, which will include the local authority and private contractors.
Earlier this year, Panda was granted leave in the High Court to pursue a judicial review of the proposed waste management scheme.
It said the move would effectively remove competition from the market place.
The firm has alleged the authorities agreed on the changes to ensure control over waste, which would bolster their proposals for an incinerator at Poolbeg.
Over 28,000 Dublin customers currently utilise Panda's services.
Mostly recently, Dún Laoghaire-Rathdown County Council announced plans to discontinue its waste collection service.
