A new consumer-focused website has been launched to help those occupying or planning to buy a multi-dwelling unit.
The site - consumerproperty.ie - will provide tips on rights and responsibilities for those living in apartments, and has been devised by the National Consumer Agency.
The guide, 'Buying and Living in a Multi-Unit Development Property' in Ireland, is available in booklet format or as a download from the website.
Developed as a fully comprehensive information resource, it contains information on legal terms, management companies and agents, service charges, sinking funds, function of developers, snagging, insurance and fire safety.
It also deals with the responsibilities and administration of management companies, particularly in relation to their obligations under law, as well as issues in terms of the administration of their budget and banking arrangements.
The Guide also includes a Code of Practice for Developers which was agreed between the NCA and the Irish Home Builders Association (IHBA).
The website, consumerproperty.ie, contains practical tips, guides, checklists, quizzes and frequently asked questions. It also contains sample financial reporting documents for download to assist consumers understand the management company’s finances.
"It is estimated that over a quarter of a million people are now living in multi-unit developments," said Ann Fitzgerald, Chief Executive, National Consumer Agency.
"The NCA carried out extensive research into the sector two years ago, which threw up a number of issues, not least of which was a demonstrable lack of awareness among consumer of their rights and responsibilities when buying or living in an apartment.
"This initiative is designed to go a step further and give consumers a comprehensive information resource on the range of issues they must contend with when purchasing or living in a multi unit dwelling," added Ms Fitzgerald.
