Proposed for the Dublin 4 area, the 320,000 square foot project would reside on the site of Hume House, beside Dunne's Jurys hotel in Ballsbridge.
The proposals will now be submitted to the planning authority.
It has been suggested the height of the block could peak at 14 storeys.
The original building was purchased by Mr Dunne in 2006 for around €130m. The site formed part of a deal with Irish Life, in which Mr Dunne swapped a 133,000 square foot office block in the Grand Canal Docks for the 80,000 square foot Hume House.

The planning application for the new scheme is being made on behalf of Mountbrook Riverside IV Development.
Peter Halpenny, Ross Connolly and Brian O'Neill form part of the firm's team of directors.
In 2005, Mr Dunne purchased the Jurys and Berkeley Court sites for €380m.
Proposals for a mixed-use project on the Jurys hotel site are still being considered by Bord Pleanala.
The controversial €1 billion development will incorporate a 37-storey tower standing 132 metres sculpted like a diamond.
The developer has already been granted the go-ahead for 294 family-sized apartments, a 13-storey 232-bedroom hotel, a 16-storey embassy building, and a cultural centre, by the city council.
