The Northern Ireland Housing Executive (NIHE) has a number of upcoming opportunities for contractors to provide No Fines External Wall Insulation and Associated Works to a number of NIHE properties across all three NIHE regions.
These works are part-funded by the European Regional Development Fund through the Investment for Growth and Jobs Programme for Northern Ireland 2014-2020.
In order to inform the market of the upcoming opportunities, NIHE will host a Meet the Buyer event on Monday 9th September at 2pm in Room 10, Twickenham House Ballymena. It is anticipated that the works will be delivered over a three year programme via two separate tender processes, with all works due for completion by the end of 2023. It is anticipated that the first tender will contain three lots and the second tender six lots to cover the Belfast, North and South regions.
Both tender exercises will lead to the award of contracts for the provision of No Fines External Wall Insulation and Associated Works. The scope of works required at each property will vary and as such the total estimated contract value for each tender package will be given as a range. Some properties may require the minimum work of external wall insulation (EWI), whereas properties at the other end of the scale may require the full scope of works to include EWI, doors, windows, loft insulation, roofs, airtightness and ventilation. The successful contractor(s) will be expected to carry out the works to the PAS2030 2017 Specification for the Installation of Energy Efficiency Measures (EEM) in Existing Buildings standard.
• Tender 1
It is anticipated that Tender 1 will be advertised in September 2019 and as a traditional Open Tender with three lots (Belfast Region, North Region, South Region) via eTendersNI. Tenderers may bid for all lots but can only win a maximum of one. The lots will be awarded in sequence by descending value e.g. the highest value lot will be awarded first and the lowest value lot will be awarded last. It is anticipated that the contracts will be awarded in November 2019 with works to begin on site in January 2020. The total value of the contracts to be awarded through Tender 1 is estimated to be in the range of £10,000,000 to £19,000,000.
• Tender 2
It is anticipated that Tender 2 will be advertised in early 2020 as a further competition under the Fusion 21 Energy Efficiency Measures Framework via eTendersNI. It is envisaged that the tender will contain six lots. Tenderers may bid for all lots but can only win a maximum of two, which if successful, must be delivered concurrently. The award of two lots is dependent upon the tenderer having the relevant category values verified on Constructionline for both lots combined. The lots will be awarded in sequence by descending value. The total value of the contracts to be awarded through Tender 2 is estimated to be in the range of £27,000,000 to £41,000,000.
All interested suppliers must submit a tender for the Fusion 21 Energy Efficiency Measures Framework. This opportunity will be advertised via https://fusion21.mytenders.co.uk/ over the coming months. Please note you must be successfully appointed as a Fusion 21 Energy Efficiency Measures Framework provider in order to issue an expression of interest to tender for the NIHE further competitions conducted under this Framework (If your tender for the Fusion 21Energy Efficiency Measures Framework is unsuccessful you will not be eligible to submit an expression of interest for any Further Competitions conducted under this Framework by NIHE). Through using this procurement vehicle it is envisaged that the resource burden on preparing and submitting bids will be reduced for interested suppliers throughout the duration of the Framework, reducing procurement timeframes, resources required for preparing and evaluating tenders and allowing works to begin on site at an earlier date.
