The LIS supports the improvement of non-public rural roads which provide access to homes and farms, as well as amenities such as lakes and rivers. Up to 90% of the funding is provided, with the balance coming from local residents.
The Department of Rural and Community Development has set out strict criteria for the scheme, meaning qualifying roads must:

• Be of benefit to agricultural production and benefit two or more parcels of land owned or occupied by different persons engaged in separate agricultural activities.
• Provide access for harvesting purposes (including turf or seaweed) for two or more persons separately engaged in such activities.
• There must be more than one landholder on an LIS road and the road must be open to the public.
