Dublin City Councillor Daithi Doolan said 3,147 of those people have been waiting for homes for more than five years.
Councillor Doolan said: "These are shocking figures. They were released to me yesterday in a response to a Council question.
"The figures demand immediate action by Dublin City Council and the Department of Environment. I proposed at the Area Committee meeting that Dublin City Council's Chief Executive would bring forward proposals for the development of social housing in lands owned by the City Council in Dublin South Central.

"This would ensure plans would be shovel ready for any funding made available by the Department of Environment. This was unanimously agreed. I will work to ensure this plan is complete as a matter if urgency. In Ballyfermot alone we have land to develop over 2,000 homes. This would see real progress made in meeting the needs of the thousands of families waiting to be housed."
