The man, 22, fell out of a basket cage at a disused agricultural site on the Ardmillan Road in Killinchy at around 12.30pm and is now being treated in hospital for injuries described as very serious.
The industrial accident is being investigated by both police and health and safety officials.
This is the second such serious incident on a building site in NI this week and the NI Health and Safety Executive (HSENI) says that falls during work at height are "still a major cause of injury", noting that in June this year, a worker fell to his death during a re-roofing operation of an agricultural shed.

HSENI is now to investigate this latest site accident and the earlier one that left a man seriously injured on Monday. That incident, in west Belfast's Ballymurphy area saw the victim lose an arm.
The man's limb was severed after it became trapped in a cement mixer at St Bernadette's Primary School on the Glenalina Road.
He later underwent surgery in the Ulster Hospital in Dundondald where he was described as being in a comfortable condition.
