Boundary treatment and landscaping works are planned, as well as new vehicular access points to the site off the Castleblayney Road.
County council planners said the proposed development would materially contravene zoning objective B 'Higher Density Housing' of the Monaghan County Development Plan 2007-2013 if approved.
Meanwhile, permission has been sought to change the use of land on O'Neill Street in the town from residential use to ground floor retail area, with an ancillary first floor office.
Martin Callan put forward the application for number 45 on the street.
