An Bord Pleanala, which oversees appeals, said councils, who provisionally grant planning permission in the Republic, should make more decisions based on climate change and energy costs.
The authority also suggested consideration should be given to the long-term heritage loss when approving developments.

It also said some councils would have to "de-zone" some land.
An Bord Pleanala claimed some local authorities have zoned sites that are not in close proximity to developed areas, and are too remote from public facilities and transport.
Meanwhile, in other news, Limerick City Council has invited contractors to express interest in a new €1.5m housing development in the Garryowen area of the city.
Work will involve the building of two eight-storey terrace houses at Pike Avenue.
Between eight and 10 contractors will be invited to tender for the development
The deadline date for expressions is 21 November.
