The draft master-plan went on display at Ranfurly House in the town yesterday.
Members of the public have been asked to visit the exhibit and make their views known.
Social Development Minister Margaret Ritchie said the presentation showcases proposals for securing continuing regeneration and investment in the historic town over the next 15 years.
Key features of the plan include the transformation of Ann Street and Irish Street into a new 'cultural quarter', promoting retail offerings and entertainment.

Ranfurly House will become a new exhibition centre, while Castle Hill will be turned into a public park.
Provisions have also been made for a 'light transport system' near Washingford Row, close to a proposed new business centre.
"It is important that the people of Dungannon and the surrounding areas take the opportunity to view these proposals, and to share their comments with us," said Ms Ritchie.
"This will ensure that the final documents will represent the views of the people who will be most directly affected by these developments."
Dungannon Mayor Robert Mulligan, said the plan's publication is an ideal opportunity for the business community and residents of Dungannon to have their say on the future development and reinvigoration of the town centre.
"I would urge everyone to take part in this consultation exercise to ensure that the finished plan has the input from all sectors."
